The Department of Industry, Tourism and Trade (DITT), formerly the Department of Trade, Business and Innovation, was established in September 2020. Ministers the Department reports to include the minister responsible for skills and training. One of its strategic priorities is to 'Grow a skilled, agile and capable workforce to meet business and community needs now and for future demand'. The Skilling the Territory investment plan outlines the Northern Territory (NT) Government's commitment to building a skilled workforce through investment in training programs and initiatives. Funding is targeted towards programs that will maximise job opportunities for Territorians and support business and industry to build the workforce they need.
Apprenticeships and traineeships are an integral part of the plan. The existing User Choice Program together with the targeted and responsive programs create additional opportunities for Territorians to take up an apprenticeship, traineeship or other training opportunities. The plan underpins the NT Government's vocational education and training (VET) investment framework, to provide transparency on government's investment priorities in workforce development.

The Equity Training Program (EQT) is a grants initiative of the Northern Territory (NT) Government. The program provides funding to registered training organisations (RTOs), special schools and other representative organisations operating in the NT for training and employment programs for equity groups who are permanent residents of Australia, and living in the NT. Equity groups must be one of following: people with a disability; parents returning to the workforce after an absence of five years or more; long-term unemployed migrants; refugees; mature-aged; and/or very long-term unemployed people (VLTU) or those at risk of becoming VLTU.

The Northern Territory Department of Trade, Business and Innovation was responsible for funding and administering the provision of vocational education and training (VET) in the Territory between 2016-2020. It was replaced by the Department of Industry, Tourism and Trade in September 2020. This annual report highlights its achievements for the 2019-20 financial year. It summarises the department's activities in the 2019-20 financial year, and its achievements against its 2017-2021 Strategic Directions.
Key achievements for 2019-20 included: investment in VET infrastructure to support registered training organisations (RTOs) upgrade facilities to build training capabilities in emerging technologies; completion of a 'Workforce Capacity Analysis' to identify skilled workforce development opportunities specific to potential mining development projects in Central Australia; investment of $1.25 million in meeting the training needs of Aboriginal people living in urban, regional and remote NT communities; support for 343 students to upskill for the future, through the award of 10 training contracts under the Territory Workforce 4.0 program; meeting the Territory's targets under the Skilling Australians Fund National Agreement, leading to additional funding to support apprentices and trainees; and funding 17,497 VET students, in conjunction with the Australian Government, in the reporting period 1 January to 31 December 2019.
